I think the Russians have proved, both in the air and on the seas, that they are not interested in following the accepted practices of safe navigation.

No one's making that claim, though? But anyone's free to try to find evidence of the following for "our" side's ships doing the following that the Russian ship's being accused of: “This unsafe operation includes not energizing running lights while in reduced visibility conditions, not responding to hails by commercial vessels attempting to coordinate safe passage and other erratic movements.”
