Dear Mark,
Possibily the original bible in the West on the IJN.
I have 2 H/B versions I think Watt's original which he did by himself and is part of the Ian Allan series and has a red cover.
Then I have a larger, later H/B version which is blue and by both authors and in a protective slipcase.
This is the one I think you refer to.
Just don't expect up-to-date information, these books are old!
Also don't expect detailed plans as they have only simple line drawings.
There is a good scattering of photos say 1 per ship or ship class, data tables, dimensions etc.
Perhaps if your familiar with M.J. Whitley's naval encyclopaedias you will have an idea of the format?
