I just took at look at the Taubman Plans website:

and also at their print catalog that I have, and no
Dictator is listed. Looks like Maryland Silver is your best (and maybe only) bet.
I've noticed that the sheets at Maryland Silver are in different scales as you noted, too. Don't know why. Maybe to make use of the full sheet of paper?
I've got several of the plans for ironclads from Taubman, and every sheet is to the same scale (usually 1/96th).
One thing that also might be of use, Thoroughbred does a 1/600 scale kit of the Dictator in white metal:
