It 's simple and easy:
Step1:Wet paper towel with some water to make it fold, wate it dry
Step2:Use glue to make it hardens
Step3:Use some tamiya putty to make the undulating,just like this:

Step4:Painting(nothing to say)
Step5:Get some cotton on to the waves(here need to refer to a photo of the real sea)
Step6:Cover it again with this thing:

"Pebeo acrylic gloss gel medium"(transparent)
