Which would you rather have your life depend on, a sub built in and by China, or a German product! Hell, the Chinese are probably stealing the designs from somebody else, that's why they can undercut the competition. But, with countries with limited military budgets a significantly cheaper Chinese sub might be very attractive, especially if you can buy more than one at fire sale prices. The Chinese government is also probably subsidising the deal so that the subs can actually be sold below production cost in order to build up a market with countries like Egypt and Thailand. And, of course, there is the issue of spare parts that could end up being somewhat more costly down the road.
