Well, powerplant sounds realistic in fact, North Carolina BB had 28knots on same displacement but on a much shorter hull at 121 000 hp. Length is speed so 110000 hp on a long hull for 28knots sounds realistic.
It looks a bit too long for the displacement, but I think technically possible. Petr Velikiy is about 50 meter shorter at about 25000 tons, but it has a much higher armament weight, and in a carrier, more of the displacement can go into the hull.
Admiral Kuznetsov class is actually similar in length but bulkier due to heavy AS armement high up resulting in larger weight, width and draft, also causing a more powerful conventional steam plant installation which is heavier then gas turbines.
Not quite a light carrier however, quite comparable to the new chinese ones. Quite interesting also, which early warning planes are planned. Definitely not A50s
