Here's a solution for you...there is a RC Scale warship combat forum that has them for free download it would appear:

Also, you'll need to register on the other site to be able to access them.

You'll need to scale them and sent to a print company.

I expect that as Weflack mentions this might be an unusual plan scale, it is as you know a fairly common kit scale for destroyers etc in the imperial dimension kit world. I scratch built a DMS in this scale as the overall hull size could be printed on my printer in four sections and I could share 3D files and info with friends who were working in this scale. Scharnhorst in 1:144 would be a good sized model. In the US Office supply outlets often have the capability to scan and reprint in the desired scale.

Scale 1/144 is rather unusual for ship plans. You almost certainly will have to rescale (commercial ?) plans that are typically drawn in 1/100 or 1/200.
