French ship drivers parking aid?

I'm in the planning stages of a build of the French destroyer Arquebuse (1900 or so) and I'm mystified.
The plans show a large boom with a padded end pointing from the bow which could be a contact mine, a bumper (fender?) or a parking aid!
Any ideas please?
