an Absalon with some Huitfeldt traits - such as engines and Mk 41 vls.

Canada already has SM-2 and Mk 41 in inventory from the Iroquois class, so not new systems.

Absalon Flex deck forward bulkhead moved back to just under the forward bulkhead of the Helo Hangar in order to increase interior room for operations and electronics spaces.

Long Range, heavy helo capable (can handle existing CH-124 and CH-148), multi-role and a flex area to boot.

Combat system could be as Huitfeldt, or could be a re-utilization of some equipment from Iroquois if still viable, and Halifax equipment could also move over if still viable at the time of replacement (Harpoon, Sea Girraffe, Sea Sparrow, decoys, towed array).

The US EASR may be an option if a more up to date primary sensor is desired, and increases the compatibility with other US weapon integration (SM-6, LRASM, etc), and would enhance data sharing integration by exploiting US work already done. Cost obviously a concern there, but may be worth it.

The Canadian government and Irving Shipbuilding Inc. announced Monday they were extending the submission deadline for the Canadian Surface Combatant request for proposals.

Bidders had previously complained they didn’t have enough time to recruit Canadian firms for the surface combatant program.

The deadline was originally June 22. That has now been delayed to at least mid-August, noted a statement from the federal government.

But Irving dismissed the bidder's concerns, according to an exchange contained in a collection of questions and answers with prospective bidders that were circulated to all bidders by Irving on May 12, 2017, a copy of which was obtained by CBC News.

The Pentagon issued a request for information to the defence industry on July 10 for its new warship program. It proposes to open up competition to foreign designs in a manner similar to the Liberal government.

Lam says both programs have very similar requirements, but the Americans are moving more aggressively and want to begin construction on the first frigate in 2020.

The unidentified bidder says one of Canada's allies, which owns the rights to the sensitive electronics embedded in the warship, is refusing permission to include the information and instead wants direct negotiations with the federal government.

The nation, which is also not identified in the Aug. 2 document obtained by CBC News, has no interest in dealing directly with Halifax-based Irving Shipbuilding Inc., which is the federal government's go-to company for warship construction.

One section of the bid documents, obtained by CBC News, lists the appliances and expectations for the ship's galley.

It is an extensive list, including a 40-litre mixing machine, one four-rack convection oven, a single two-compartment steamer cooker, two 80-litre steam kettles and two 0.75-metre griddles, among many other things.

Alion was the prime design agent for the U.S. Navy’s DDG-51 Arleigh Burke class destroyers and C-47 Ticonderoga class guided missile cruiser in the US Navy.
The firm also manages the maintenance schedule and activities for a fleet of 165 ships in service.

Alion Canada has already successfully exported a ship design for the Australian MV Investigator ship which was designed in Canada, built in Singapore and delivered to Australia, according to the firm.

The Dutch De Zeven Provincen class is an excellent and very capable platform, and I'd expect the 15 years since construction would allow for improvements.

Pointless trivia - the four De Zeven Provincen class are equipped with the 127mm guns which came off of the Canadian Tribal class during the TRUMP refits, so already some quirky Canadian relation

MDA confirmed to Business In Vancouver on November 28 that if the bid were successful, the firm would provide electronics, antennas, radar, software and system engineering for the Canadian Surface Combatant (CSC) program.

Naval Group, Fincantieri join forces in Canada warship tender

"PARIS and ROME — Naval Group and Italian partner Fincantieri have filed a joint bid based on the FREMM multimission frigate in the Canadian tender for 15 warships, a spokesman for the French shipbuilder said Friday.

“We submitted our offer yesterday,” the Naval Group spokesman told Defense News.

The joint offer has “strong support” of the French and Italian governments, the two companies said in a Dec. 1 joint statement."

Canada should scuttle its problem-plagued shipbuilding program and instead launch a series of fixed-cost competitions to ensure it quickly obtains icebreakers, supply ships and frigates, a new report argues.

The study, published Thursday by the University of British Columbia, warns that the federal government’s efforts to build new ships are years behind schedule and billions of dollars over budget
. The report’s author, Prof. Michael Byers, recommends dumping the current process and relaunching an expedited procurement that would save money by using only fixed-price competitions and off-the-shelf ship designs.

As an example, Byers pointed to the last month’s fixed-cost proposal from an Italian-French shipbuilding consortium to construct 15 new frigates at Halifax’s Irving Shipyard, which the shipbuilders said would save the government $30 billion. The Liberal government rejected that proposal, arguing it would have unfairly circumvented the established national shipbuilding strategy.

Just a couple of weeks ago, Irving and federal government officials were raising concerns about layoffs at Irving because of a gap in the construction of ships. That gap was between the end of the Arctic Offshore Patrol Ship program and the start of the construction of the Canadian Surface Combatant.

Irving and the federal government are trying to figure out how to deal with that. Selling AOPS overseas (a long shot) and giving Irving more federal government shipbuilding work are the two main ways that officials see as heading off potential job cuts.

But those aligned with the proposal from Fincantieri and Naval Group to build the FREMM frigates at Irving as the Canadian Surface Combatant point out that their proposal negates the need to lay off anyone. They point out that construction of the 15 warships could begin immediately after the last AOPS is finished because their ship project/design is ready to go (the frigates are in NATO service now). An added benefit comes to the Royal Canadian Navy which gets its first ship faster, consortium officials say.

A SURPRISE NEW CSC DESIGN HAS EMERGED

And the Biggest Surprise of All? It’s Almost For Free

Dr Danny Lam is a Calgary-based defence and technology analyst who has been closely following requirements of the US Navy as well as Canada’s CSC program. He has come to the conclusion that Canada’s CSC program may be in trouble for a number of reasons and is in danger of being cancelled but Lam has come up with a potential solution that he says could see Canada still get the new warships it needs but, instead of seeing costs balloon to the $60 Billion plus level, Canada could do a deal that would see it get its new warship, virtually for free.

Dr Lam has made his plan exclusively available to CDR and we are now able to share it with our on-line readers. So, is this a harebrained scheme or a brilliant strategic plan that is eminently doable? We’ll let our very well informed and astute readers decide for themselves. At the very least, Dr Lam’s plan provides much food for thought about CSC and where it’s going!

Here is Dr Lam’s CSC proposal as submitted to CDR:

The Canadian Surface Combatant Program (CSC) has become another Maritime Helicopter procurement fiasco where DND and Public Services and Procurement (PSP) Canada have failed to properly manage the process properly. Bidding and managing the completion was subcontracted to Irving Shipbuilding, (who will also be the shipbuilder) whose efforts to date have resulted in few qualified bidders with “top drawer” technology coming forward despite the deadline being extended from April to August 2017.

The cost of the new Canadian Surface Combatants, which will replace the existing Halifax-class frigates, has steadily been climbing. The 15 ships were originally estimated to cost $15 billion. That increased to $24 billion before DND came out with a new estimate of around $40 billion. That too has since changed, and the project is now estimated to cost between $55 billion and $60 billion — and even then, the federal government acknowledges it doesn’t know what the program’s final cost will be to taxpayers. Parliamentary budget officer Jean-Denis Fréchette estimated last year the CSC program would cost $61.82 billion, and warned that every year the awarding of the contract is delayed beyond 2018, taxpayers will spend an extra $3 billion because of inflation.

Despite the Liberal government’s repeated statements about openness and transparency, it took Postmedia more than three months to get basic information from DND about its request for new funding, and even then, the details provided are limited.

In December Fincantieri of Italy and Naval Group of France decided not to bid on the Canadian Surface Combatant project. Instead, they offered the Canadian government a direct proposal that would see the the companies build 15 of the consortium’s FREMM frigates at a fixed price of roughly $30 billion.
