Pics at the link below: Moscow trying to tempt India's appetite for further naval expansion? As if the Gorshkov/Vikramaditya saga wasn't enough for India?

Russia to offer Project 23000E for India’s fourth aircraft carrier

Russia’s Izvestia newspaper says Krylovsky State Research Center (KRSC) will be offering its Project 23000E aircraft carrier design to India. New Delhi is preparing to start construction for its second indigenous carrier.

The Shtorm-class carrier has a displacement between 90,000 – 100,000 tons and there is a ski jump plus two catapults.

Russia believes the Shtorm is a frontrunner as Moscow is willing to allow more technology transfer compared to France and United States.

Cue floating call center line in ... 3 ... 2....

Kind of shrewd how Russia and France get someone else with fat pockets to cover the R&D a lot. Seems that's how it worked out on the Leclerc tank.

More on the Project 23000E CV that Russia is offering to India:

Aircraft Carrier for Indian Navy May Be Built Using Russian Technologies

The design of Russian nuclear-propulsion aircraft carrier Storm will serve the basis for the ship of this type to be for the Indian Navy. According to the Izvestia daily, the Russian proposal is the leading one despite the United States and France participating in the technological race too. A final decision will be made during the competition about to be launched by New Delhi.A nuclear powered Project 23000E Storm aircraft carrier may displace 80,000 to 85,000 tonnes with some 70 aircraft on board.

"The Russian design dovetails with Indian Prime Minister Narendra Modi’s concept ‘Make in India’", the newspaper quotes naval expert Alexander Mozgovoi as saying. The technology transfer is a key aspect of the aircraft carrier construction issue. "At present, only Moscow is ready to share with New Delhi both weapons and other systems, on the one hand, and their development and manufacturing technologies, on the other," the expert said.

A Russian-built CVN for India?

Russia Offers India Nuclear Aircraft Carrier
Vivek Raghuvanshi, Defense News 8:48 a.m. EDT July 11, 2016

NEW DELHI — Russia has offered its nuclear aircraft carrier, dubbed "Storm," to India for purchase, a senior Indian Navy official said. The offer comes as India and the US discuss the transfer of technology for India's future nuclear aircraft carrier, the INS Vishal.

A diplomat with the Russian Embassy confirmed that a Russian team visiting India last week made the offer.

Krylov State Research Center (KSRC), a Russian shipbuilding research and development institute, is designing the carrier, also known as Shtorm or Project 23000E.

I would have thought that India would prefer to build its own carrier (as it is doing at the moment). The Russian design must be the front-runner for that but it has the limitation of the ski-jump. Such a large carrier really would be better off with catapults (or EMALS) but maybe India is not ready to go down that route yet?

It seems that the Russian aircraft carrier project was quietly shelved at a meeting in Sochi in mid May chaired by Mr. Putin. Too expensive so Russia will concentrate on submarines and surface combatants.
