It's about time. Those 2 Dutch-made Hai Lung/Zvardis class SSKs they bought in the 1980s are outnumbered by the sheer might of the Chinese PLA Navy's SSK and SSN force which numbers at 60+ subs and growing. While the other 2 ex-USN Hai Ou/Guppy type subs are only used for training.

During a visit to the Navy's main base in Tsoying, also spelled Zuoying, Tsai oversaw the signing of a memorandum of understanding on the construction of submarines.

"Under the strategic concept of effective and multilayered deterrence, subsurface combat ability is what Taiwan's defense is most in need of strengthening," Tsai said. "This is a problem that everyone is aware of but which in the past we were never able to resolve."

Defense News' correspondent in the region, Mike Yeo, says Taiwan’s submarine program is still in its infancy, as there is very little firm detail.

MELBOURNE, Australia — Taiwan is short five critical pieces of submarine technology that it needs to achieve its aim of building a new class of indigenous submarines, according to a Taiwanese defense analyst.

Speaking to Defense News, Liao Yen-fan, a Taipei-based analyst for the cybersecurity research firm Team T5 that also focuses on air power and the Taiwanese military, said the local defense industry still needs to import the technology for these five items, which include modern torpedo tubes and periscopes.

Liao was citing representatives from Taiwan’s Ching Fu Shipbuilding, the company in charge of designing the combat system and the largest subcontractor for Taiwan’s domestic submarine program. The program currently is in the design phase and is led by the state-run National Chung-Shan Institute of Science and Technology, or NCSIST. CSBC Corporation is the main contractor.

Retired submarine experts from Japan have been invited to Taiwan in September, to train the necessary personnel and present a report on Taiwan’s domestic submarine program. The information comes from English-language daily newspaper Taiwan News, citing reports.
The Japanese experts are said to be retired from Mitsubishi Heavy Industries (MHI) and Kawasaki Heavy Industries (KHI), the two companies who have been building submarines for the JMSDF for decades.
