I have Gary Staff's book on German battlecruisers and he refers to (for example) a target at 100 hm range. Does this mean 100 hundred metres, ie. 1000 metres? If so it seems an odd way of doing things as at other times he gives ranges in thousands of metres.

If not, what does it mean?

Is this a purely German thing or do other navies use it?

A Hectometre is 100metres... so yes, you are right AJM

Just a minor arithmetic correction: 100 hundred meters is 100x100=10,000 meters.
