This scandal had previously seen the resignation of a top Philippine Navy official after a member of President Duterte's cabinet tampered or "intervened" in the program.

MANILA - The Duterte administration was not aware that the Korean firm tapped to supply 2 warships for the military had been banned by Seoul from participating in public projects, Defense Secretary Delfin Lorenzana admitted Monday.

The Aquino administration started the P15.74-billion acquisition project with Hyundai Heavy Industries (HHI). In August 2016, the Duterte administration signed the notice of award for the firm to supply 2 missile-capable ships to the Philippine Navy.

During a Senate probe into the deal, Senator Panfilo Lacson said HHI was an "improper" business entity when it entered negotiations with the Philippines.

HHI executives in 2015 were found guilty of bribing a Korean official to become the supplier of reactors for a power plant in UAE. The firm was then banned from joining state-led bids for the next 2 years, he said.

MANILA, Philippines (UPDATED) – Vice Admiral Ronald Mercado on Tuesday, December 19, stepped down as chief of the Philippine Navy 3 months before his term was supposed to expire in March 2018.

Three sources in the military confirmed this information.

The development comes after Mercado tried to stand up to the Department of National Defense over the implementation of the Navy's P16-billion project to acquire two modern warships or frigates, based on information gathered by Rappler.

South Korean shipbuilder Hyundai Heavy Industries (HHI) started construction of the Philippine Navy’s first of two future guided missile frigate. The steel-cutting ceremony was held on May 1st at the HHI shipyard in Ulsan.

The ceremony was attended by Hyundai Heavy Industries President Hwan-Goo Kang, Philippines Defense Secretary Delfin Lorenzana, Philippine Navy Chief of Staff Vice Admiral Robert Empedrad, and Defense Undersecretary Raymundo Elefane.

Hyundai Heavy Industries is set to launch the vessel in May next year and deliver it to the Philippine Ministry of Defense in the second half of 2020. HHI will start construction on the second frigate in September this year and deliver it in the first half of 2021. The contract for the two frigates was awarded to Hyundai Heavy Industries in October 2016.

The second major step of construction has officially begun for the Navy’s first of two guided-missile frigates.
The keel of HHI Project Nr 159 was laid on Tuesday in Ulsan, South Korea at the headquarters of Hyundai Heavy Industries, the Navy spokesperson Cdr. Jonathan Zata said in a statement.
“The keel laying ceremony is a significant activity and a major step towards the completion of the country’s first ever frigate project which is scheduled to be delivered to the Philippine Navy by 2020,” Zata said.
Present at the ceremony were Navy chief Vice Adm. Robert Empedrad and Department of National Defense representative Director Leodogario Decena dela Paz.

Philippine Navy (PN) public affairs office chief, Lt. Commander Maria Christina Roxas, said the test-firing of BRP Jose Rizal’s Oto Melara Super Rapid main gun successfully went off during sea trials as per reports from PN representatives who witnessed the test.
“The recent one was yesterday (Wednesday) and that is our fifth sea trial. We conducted a structural test firing of our main gun (76mm Oto Melara Super Rapid SR main gun) with 12 rounds of ammunition. This is to check the effect of the main gun in the structure of the ship,” Roxas said in a message late Thursday.

The Philippine Navy officially welcomed at Alava Wharf, Subic, Zambales today, June 15 its newest and first missile-capable frigate contracted with South Korean shipbuilder Hyundai Heavy Industries (HHI).

The new ship which will be christened Barko ng Republika ng Pilipinas (BRP) Jose Rizal (FF150) once it is commissioned to the service was tendered a traditional arrival ceremony led by the commander of Philippine Fleet Rear Adm. Loumer P. Bernabe after its successful two-week quarantine period in adherence to strict health protocols against the COVID-19 pandemic.

A separate handover christening and commissioning ceremony originally scheduled on June 19 consistent to the birth anniversary of its namesake Dr. Jose Rizal, will be postponed to a later date due to unavoidable circumstances. President Rodrigo Duterte is expected to attend the momentous event as the guest of honor and speaker.
FF150 first of its class, has a maiden crew of 65 sailors headed by its first commanding officer Captain Jerry Y. Garrido Jr. He considers the frigate as a symbol of another milestone in the PNs pursuit of becoming a more modernized and competent naval force responsive to our maritime nations defense.

The Philippine Navy (PN) said Wednesday the surface-to-air and surface-to-surface missiles of BRP Jose Rizal (FF-150) and BRP Antonio Luna (FF-151) are scheduled for delivery in October next year and the first quarter of 2022, respectively.
“(Deliveries for) the surface-to-air missile is (on) October 2021 and March 2022 for the surface-to-surface missile,” Navy public affairs office chief, Lt. Commander Maria Christina Roxas, said in a message to the Philippine News Agency (PNA) when sought for updates on the acquisition of primary weapons of the two guided-missile frigates.
Roxas said the surface-to-surface missile project is under “Frigate Acquisition Lot 2A” and that South Korean defense manufacturer LIG Nex 1 would deliver C-Star missiles.
The C-Star is described as a “sea-skimming surface-to-surface anti-ship cruise missile”.
Meanwhile, the surface-to-air missile project is under “Frigate Acquisition Lot 2B” and was awarded to MBDA, France, which would deliver a quantity of Mistral 3 anti-aircraft missiles.

The Philippine Navy’s future frigate BRP Antonio Luna (FF151) was sent off today, February 5 in South Korea en route to Philippines.
Philippine Defense and Armed Forces Attache (DAFA) in South Korea led the sent off ceremony. FF151 is expected to arrive in Subic on February 10.
Future BRP Antonio Luna is the sistership of BRP Jose Rizal (FF150) which was delivered and commissioned in 2020.
FF150 and FF151 were acquired through the Frigate Acquisition Project (FAP) which was awarded to Hyundai Heavy Industries (HHI) of South Korea.
