No, that means that the contact between the coating to the water is reduced maximally. The word is usually used to describe a characteristic of chemical compounds, e.g. fat is hydrophobic and therefore does not mix with water, but swims on the top of it. Other thingss are hydrophilic, i.e. they mix well with water, e.g. alcohol.

Fear of water is the literal translation of hydrophobic.

Love of water is the literal translation of hydrophilic.

Metaphorically:

Oil fears water, therefore it will not mix with it.

On the other hand, alcohol loves water, it mixes readily with water.
