I asked Mélaine and here is her answer:

L'Arsenal 2.0 thanks all those who are interested by this Richelieu detail set for their great patience. This project has been almost finalized since early 2018 but ever again some details and parts are still missing, flawed or incomplete with this result of backdating the production.
I, Mélaine took over an already started project when I acquired l'Arsenal four years ago and I've been fighting since to complete an huge task which had been begun by other people. I'll very soon set a final review with its designers, then decide which sub-part(s) I must keep or cancel in order to, at last, produce a valuable set.
So please allow me enough time to fix this definitely and announce a firm date for delivery.

As impatient as I am for this set to be released I very much appreciate the attitude of doing it properly rather than quickly.

Please note Mélaine reacted more quickly than anticipated.
She posted on l'Arsenal 2.0 site new references including the Richelieu shipboat complement of improved and corrected boats to replace the Trumpeter originals as well as a 1200mm searchlight:

Parts of it ("sub-sets")? certainly. I have seen a bunch of them are ready and already cast.
The whole superset as initially planned?... I doubt but I'm not involved in its design.
