After a few corrections and fixes, Tom's Modelworks set 7103 is done now. It is designed for the 1/700 scale Aoshima County class kits of Dorsetshire, Norfolk, Cornwall, and Kent. Any TWO kits can be detailed using this set which includes railings, cranes, catapults, radar antennas and many other parts specific to each kit. Many of these Aoshima kits come with bonus or extra aircraft and there are parts to detail Walrus seaplanes, Wellington bombers, Sunderland seaplanes, SM.79 torpedo bombers even an old "S" class destroyer.

Is it currently possible to ship them to Europe?

Yes, I've been shipping things all over. Sometimes it take about the same amount of time and sometimes it takes longer. There's no real pattern.
