I'm new to resin modeling. The Q is: can I use Elmer's white glue to attach PE to a resin model? If not do I use super glue or something else?

Yes, you can use white glue. You can also use super glue. White glue gives you more working time and is more resistant to temperature changes, while superglue is quicker to dry and more brittle, but stronger. Pick whichever best suits the situation. You can always use one on top of the other when dried. I also often combine them for large surfaces to maximize the properties of both: superglue on one surface, white glue on the other, and it hardens within seconds when coming into contact with each other.
