I am pretty sure you are right and it is one of the 4inch gunned Scout Cruisers. Hard to tell about the funnels, I suspect number three is hidden. The gun to port is one of a matched pair to starboard. That was common pattern. Clearly it's not a town, which sported 6 inch forward and aft.

Just as an aside, I have always looked on the RN Towns as the best light cruiser to enter World War I. Only the later German ships came close to the fully 6inch armed Towns.

Nice Picture of three Jutland Cruisers. What ship is the 4" gun cruiser at the back of the three?

On the lower picture are Chester, Southampton (Chatham class, Sydney kit by HP Models), and Glasgow (Bristol class, Combrig). The later has a combination of two 6" and ten 4" guns.
