In some of the newer cartoon series versions, he's a general, if I can recall correctly.

But it's hard to know what's canon for the story nowadays unless Stan Lee comes out and says "Excelsior"! :heh: There are so many versions of that SHIELD carrier in both the comics and various cartoon series, aside from the ones we see in the 2 recent Avenger movies.
