C.E.D.- Commission Européenne du Danube (Commissions of the Danube River)

The Commissions of the Danube River were authorized by the Treaty of Paris (1856) after the close of the Crimean War. One of these international commissions, the most successful, was the European Commission of the Danube, or, in French, Commission Européenne du Danube, the CED, which had authority over the three mouths of the river — the Chilia in the north, the Sulina in the middle, and the St. George in the south and which was originally designed to last for only two years. Instead, it lasted eighty-two years. A separate commission, the International Danube Commission, or IDC, was authorized to control commerce and improvements upriver beyond the Danube Delta and was supposed to be permanent, but it was not formally organized until after 1918.

"Exercise Saber Guardian 17 is a U.S. European Command, U.S. Army Europe-led annual exercise taking place in Hungary, Romania and Bulgaria in the summer of 2017. This exercise involves more than 25,000 service members from over 20 ally and partner nations. The largest of the Black Sea Region exercises, Saber Guardian 17 is a premier training event for U.S. Army Europe and participating nations that will build readiness and improve interoperability under a unified command, executing a full range of military missions to support the security and stability of the Black Sea Region. It is deterrence in action.

Some of the more notable aspects of SG17 include: the massing of 3rd Armored Brigade Combat Team, 4th Infantry Division (3/4ID) from several locations across the Operation Atlantic Resolve area of operation to the exercise joint operations area (JOA) in Hungary, Romania and Bulgaria; and the movement of 2nd Cavalry Regiment (2CR) from Vilseck, Germany, to numerous locations throughout the JOA.

The Black Sea Region exercises for 2017 include numerous U.S., ally, and partner national exercises, with SG17 being the largest. Each is separate and distinct, however many of them contribute to or enable SG17 in various ways. As a whole, these exercises demonstrate the United States and NATO's superior joint and combined capabilities and highlight our collective will to defend against regional aggression.

This exercise is an annual multinational exercise conducted since 2013 that rotates among Romania, Bulgaria and Ukraine. The exercise is part of U.S. European Command's Joint Exercise Program designed to enhance joint combined interoperability with allied and partner nations."

On September 10 1989, at 08:10 AM the roumanian passenger ship MOGOSOAIA left Galati harbor in a routine voyage to the Grindu island. On board there were 223 passengers and 10 crew. The weather was foggy.
At 08:20 MOGOSOAIA was ramed by a bulgarian convoy. The convoy consited in six barges (SB-4, SA-13, SA-34, SB-15, SA-40 and SB-24) and the tug PETAR KARAMICEV, with a total length of 191 meters and a width of 37.50 m.The barges transported 9,800 tonnes of iron ore, moving upstream to the Russe harbor. The blow was violent and devastating. The impact occurred at a distance of 36.85 m from the red buoy limiting the right end of the navigable channel and caused the upward pushing with 51.44 m of the roumanian ship, while the entire bulgarian convoy was pushed back with about 25,00 meters.
MOGOSOAIA received a perpendicular blow, leaned abruptly, then came back to the float, then leaned forward, overturned and sank in a creepy noise of broken and twisted beasts on a background of screaming panic, despair and horror. Subsequently, the divers spotted the ship at the bottom of the Danube, placed on keel, 200 meters downstream from the collision and 198 meters from the left bank at a depth of 22 meters. The Bulgarian tug actually traversed the roumanian passenger ship, trapped it and put it under water.
There were 207 dead.
