what to add when scaling?

i'm scaling a japanese torpedo boat but i'm confused what to add to the length..
if it says XXmeters does it assume all the parts including rudder or others parts??
or its just the hull length?

If the length is "Length Overall", then it should include all those components that stick beyond the hull itself.
But there are also "Length between perpendiculars" and "Length at waterline" and other ways of specifying a vessel's length.
So it really depends on the specificity of the source from which you are getting your figures.

its the Japanese t-1 torpedo boat..
reference image are blurred, specifications are not 100% sure legit..
the boat is almost a fantasy..

Hard to say, but this Japanese site indicates 18.3m is for the overall length ('??', which is used elsewhere on their website to distinguish from Length between Perpendiculars), so including rudder and the 'lip' at the top of the main deck:
