Hi Rick,
I do not know about P/E at all, but I do know that the local watchmaker has a vast array of 'cogs' from old watches that covers the whole spectrum in 1/48, my preferred scale. Brass and steel.
A visit to him saved me from having to make an intricate 'pounce wheel'. He had cog(s) that were exactly the right size for a double line of rivets needed for shell plating.
Why not give your local a try? If you explain why you want them they will probably ROFL and you will end up with boxes of spoked handwheels.
