I just started playing this a week or so ago, and I love it. I'm on the european Bismarck server and currently my ship list looks something like this:
Kagero class destroyer Hayate
Two L3 S 3"/40 Mark Z D dual 3 inch cannons, one mounted on the bow, the other mounted on the stern.
Two L18 24" Type 8 x4 quadruple torpedo launchers.
It mounts a standard type 2 Destroyer engine, as well as four bulkhead for reliability, and can make 39 knots standard, 47 in a burst. The operator is level 17, while the gunners are 16 and 17, and the torpedo men are 15. My strategy with this ship is a simple. Use its superior speed to get into range and attempt to torpedo heavy cruisers, then book it out of there as fast as possible. Works pretty well too.

Akitsuki-Kai class destroyer Inazuma
Three x2 5.5"/50 Type 3 D dual 5.5 inch cannons, two mounted on the bow, one mounted on the stern
One 24" Type 90 x3 triple torpedo launcher.
This one mounts a Heavy DD 3 engine, which, coupled with the 25 bulkhead, still gives it a speed of 37 knots while greatly increasing the damage it can take before engine trouble starts. The operator level is 28, while the gunners are 27, and the torpedo men are 22 and 24. My strategy with this ship is more long range pummeling of enemy destroyers, with the torpedo ready to fire if a cruiser gets into range.
Right now Inazuma is stripped and sitting in dry dock, while the gunners and torpedo men are serving a tour of duty on Hayate. The reason? Simple, I need to get enough money to buy an Agano-class light cruiser, so in order to gain as much money as possible, I'm only running one ship at the moment.
