There are several factors that would guide my choice of paper: how thick (or thin) should it be so as not to interfere with the moulded parts of the kit (something 0,1 mm thick would be 35 mm, when scaled up from 1/350, or even 70 mm, when scaled up from 1/700, for instance); how smooth is the surface, while still giving enough saturation of the laser ink; what kind of paper can I use in the laser-printer. There are high-quality glossy and satin photo-papers available for laser-printers, which may be a good choice, provided that they are not too thick. Otherwise, a well-balasted and glued paper (such as is used for high-quality art- or photographic books) would be good. One could also think of tinted papers, that provide a beige background colour. It seems however, that most of them have a rather coarse and open surface texture (such as Canson- and similar papers that are used for pastels etc.).
Once the deck has been printed, I would cover the paper with a layer of wood-filler or matte varnish. Water-based acrylic products could be problematic, as they swell the paper, but on the other hand you need to test, whether solvent based wood-fillers or varnishes do dissolve the laser-printer ink. This procedure stabilises the paper for more precise cutting and any raised fibres can be removed by a very light and cautious sanding.
I haven't made a deck like this myself yet, but I did undertake experiments in this direction for a particular project, albeit using an ink-jet printer.
One concern could be the UV-stability of the inks used. If you have the choice, it may pay to browse the Web on this subject. There was one particular Web-site that dealt with this issue in detail, but I don't have the URL at hand.
