The key seems to be something that supports the PE in-place while the adhesive is applied and cures. Something that resists adhesive. How about teflon plumbers tape, the white tape you wing onto threads before screwing on the next fitting. It clings to itself when stretched, overlapped and released and it is teflon. Wrap the plastic/resin to create a thin support ridge, place and adhere the PE, let cure, cut any adhering adhesive, cut loose the tape. Its worth a try
