Yes, model kit manufacturers could absolutely do this, but the reason it isn’t an industry standard comes down to economics, physics, and practical limitations. Here is why it rarely happens:
Space and paper costs: The 4- or 5-view drawings of a larger ship (even in 1:700 scale, let alone 1:350) take up a massive amount of space. This cannot fit at a 1:1 scale into a booklet-sized instruction manual, and including separate, large-format color posters would significantly increase production costs.
Paper distortion: Printing paper can expand or shrink slightly due to changes in humidity and temperature. What is 1:700 on paper might differ by 1–2 millimeters from the actual plastic model, which would already mean inaccuracy for modelers.
Three-dimensional surfaces: A ship's hull and superstructure are curved, 3D surfaces. Masking tape cut from a two-dimensional (flat) paper drawing would inevitably shift or wrinkle when applied to the curves of the ship.
In the modeling hobby, there is a very clear division of labor: the main manufacturers (like Tamiya, Revell, or Academy) provide the "base kit" (the plastic parts), while aftermarket companies provide the premium extras. Many modelers simply don't want to deal with complex camouflage schemes, so they wouldn't want to pay the extra cost for something they won't use.
