Aligning Signal Flags?

I would like to use several signal flags on my 1/350 USS New Jersey.

How do you attach them to a rigging line and have them all "flapping" in the same direction?

I have read that putting them on lead foil from a wine bottle will help give them "body" and give a somewhat realistic "wave" to the flag. Has anyone tried this technique?
