Camo paint order

I posted a question regarding measure 32 camo on the USS Missouri a few weeks ago and have another question. My apologies for this simple question. I'm an aircraft model builder and really have little experience with ships.

I'm building the 1/350 Tamiya Missouri and have been struggling with paint order of the decks and superstructure. I've made this even worse by adding an Eduard PE set to this. Right now, I'm building some of the superstructure and attaching the smaller PE parts (no railing, etc). Once most of those pieces are built, I'd paint the sub assemblies then determine the colors of the remaining parts at the time of attachment.

I'll admit, I'm not 100% confident that that's the way to go. What's worse, I can't decide if I should paint the vertical surfaces or horizontal surfaces first. I'm thinking paint the horizontal surfaces first, as it seems it would be easier to mask, then to shoot the camo on the vertical surfaces.

How do or would you guys handle this?
