Looking good man! That seascape will look great when you add the acrylic gel. You're off to a great start man, keep it up
If I may make a suggestion, I'd go for GMM's Modern USN/JMSDF sheet for your Perry. It has an accurate SPS-49 and all of the masts that look 100% better than what comes with the kit. The sheet usually runs around $20. Again, just a suggestion.

The main prob with the SPS-49 in that kit is that is missing the back piece Other than that it looks fine! I'd spring for an aftermarket radar unless you can live with it. Its not your fault man, the kit part is just missing that part. Your build is looking great man, keep it up! For your first foray into PE I'd say you're doing wonderfully

I see nothing warranting criticism, Eugene. So for, so good, for sure.
I find that water method rather gutsy. I don't think I would have tried it, and I haven't. Well done.
If you find the surface texture to be not-quite-right, you can try a little acrylic gel over the whole thing (except the hull cutout) and see if it smooths out the styrofoam's texture. You'd have to re-paint it, though. I like the way that you've paid attention to the different shades of blue in the water.
