I can't tell from the photos I have of her if her decks were Deck Blue 20 or not...
Aerial photos make the Proteus look of uniform color overall. Can anyone shed light on my dilemma?

Based on her DANFS entry they should be Deck Blue and not Deck Gray.

Does this photo represent a heavily worn deck or a deck that has not been painted yet (during her refit at Mare Island)?

Correct answer is "both." The deck was the last thing painted during overhaul due to all the equipment and supplies that were being moved around.
