i am looking for plans and drawing for hmcs vancouver a halifax class frigite.not having any luck.some info would be greatly appreciated.

Try Darren (username "admhawk") at The Resin Shipyard - he made a 1/700 resin kit of the Halifax class and should know where to get the plans.

Another path would be to contact the resident model builder at the Vancouver Maritime Museum - last time I was there, he was working on a Halifax class:
