I seew what you mean about the 2 flak C30 cart's
Here the way I see it : the carts were exactly under the 2 searchlights platform that are aside the first A/A rangefinder, just after the mainmast going toward the ship stern.
It is a platform that ends joining the supports of the external boats stowed under the mainmast, the 2 external big boats.
The position itself is under the stairs that allows the sailors to reach the small platform between the first A/A rangefinder and the aft big rangefinder were the Baron von Mullheneim-Rechberg was in command.
Now it is quite obvious that they selected an area not very often used for normal ship activities, a dead end in fact under a stair as said.
Anyhow I see what you mean, it seems that the cart is without the wheels and placed very close to the wall.
I agree, probably they removed the cart wheels and stored them inside the cart itself just were the best Bismarck modeler in the world placed them and you can see it on his published book model photos.

In this way there was still free room to pass on the platform itself and probably was also easier for them to block the cart too.
