Colors for IJN 1/700 "tugger set"?

This little kit has been around since the dawn (or nearly) of 1/700th.

Do I just go crazy with the four basic IJN grays, assuming that tugs and other small craft assigned to the four naval arsenals (and other bases) would at some point be painted in those colors?

Any solid knowledge, thoughts or suggestions would be appreciated.

If you are making a diorama for either the Kure or Sasebo naval arsenals, you can use Tamiya's TS66 and TS67 spray paints.

Not sure about which other brands' paints would be the same as the shades used by Maizuru or Yokosuka though.

Perhaps the tugs that were manned by civilian crews had brighter colours?
