Water slide decal question

I am building a wooden ship model.

The flags are on water slide decals.

What should I do with these? Can they be put onto fabric?

I've never tried decals onto fabric before, but I've used aluminum foil, thin sheet brass, and lead foil. Because these materials are metals, you can bend them to look like they are being blown by wind, and they they hold their shape. Run a little flag color along the edge where the metal shows.
