Which do I need to scratch build??

I am looking for plans for Pennsylvania (ACR-4) and located them on Marylandsilver.com.
They offer two sets of same class. Like the price on the second set but want to make sure hull sections are there. I would appreciate if more experienced eyes looked at the choices and let me know.
