WWI Royal Navy splinter protection on compass platforms

I have noticed that many Royal Navy capital ships in WWI (my prime example at the moment is HMS Lion but there are lots of others) have what appear to be canvas bags of some sort around the upper bridge handrails. I can only assume they are blast/splinter protection and they have a distinctive "crosses inside squares" pattern.

Does anybody have a good way of making these in 1/700?

I was looking at Jim Baumann's build of HMS Courageous recently (the only model I can think of at the moment with this feature) but he doesn't explain how it's done (at least not in that particular article).

Anyone any ideas?

WEM's photoetch fret for the combrig tiger includes a few runs of them. It's a worthwhile investment for use with combrigs WWI RN kits.
