Scratchbuilding Barbettes?

I'm working on the build of my Japanese Panzerschiffe, the Koya, and I'm having the fun of trying to figure out which means I'm going to build the twin 16" turret barbettes for the mountings. Thus, I'm looking for input - how would you guys go about scratchbuilding a pair of barbettes to fit the mounting for the turrets?

slice up brass tube of the correct diameter and detail the outer face as you see fit,

I'm personally working in 1/700, for budget and space concerns. Sorry, I wrote it before bed, so I wasn't quite thinking straight, all the details and such. Brass Tube is an interesting idea, aside from the cutting required to fit it into the existing deck and structure construction, but I'll consider the idea.

When I did my A140A I simply glued thick plastic sheet in several layers to the bottom of a disc that had the proper diameter, then sanded to size. A bit awkward I suppose and fiddly, but worked fine.
