building paper model of the battleship 1:200

I'm constructing a paper model of the battleship 1:200.
I've built the underwater part of the ship.
First:
it contains some rough edges where sections of the underwater part are
glued.
Can I somehow smooth these elements.(using some kind of putty)?
Then the underwater part would look mach more elegant.
Second:
I'd like to repaint it.
What is the best method of painting (paper model!!!)?

You could attempt to soak the paper with CA glue, and after allowing it to dry you should have an easily sanded material.

As to painting, perhaps airbrush?

That would be a lot of glue but wouldnt that cause the paper to wrinkle slightly.
