Umm I can sorta get it...When you click 'New', it'll ask for your Length, Beam, and Draft. Then it'll create a basic outline of a tugboat-shaped thing with points, so you can drag and place the points wherever you want to shape the hull.

Yes, it's worth downloading. At least when you want to model basic ship hulls
I've been using it a while ago and stopped with it.. I came no farther than the basic stuff
