This is an early 1940's picture(before the reconstruction to Hybrybid Battleships). Notice the training aiming device on top of the number 5# turret is in different position on both ships:

One last difference, the armor plates on top of the turrets.
IJN Ise, notice different arrangement of the armour plates and different position of the vents, first pictures is during 1934: (before the last major reconstruction in the 1930's) while the right in 29 June 1933(again before the last major reconstruction in the 1930's- 1935 for IJN Ise and 1934 for IJN Hyuga) of IJN Hyuga as you can see they had different armour plates and different position of the vents, notice that there is no large spoting vents on the IJN Hyuga turrets:

First one is IJN Ise, left is after the war and the right 1942, once more(compare with left image of 1934) the armour plates on the top of the IJN Ise turrets have been changed but the large spoting vents have been removed in the post war picture but still present in the 1942 picture, so they might have been removed after the conversion to a Hybrybid Battleship in 1943:

Yellow arrow is pointing at the armour of the turret's roof, and red the different arrangement of the vents arround the anchor era of IJN Ise and IJN Hyuga.
And remember:Yellow arrows are the difference in the position of the vents arround the anchor era.
Edit:Blue arrow is pointing at a small difference at the left anchor chain(s) of IJN Ise and IJN Hyuga.
