This report doesn't look like there's any panic in the Black Sea on the part of the Cook. Right on track mate. I would say that the only thing that would have tipped the Russian's hand would be Facebook. Facebook is the biggest OPSEC siv out there. If anyone was afraid, they would have put it out of Facebook, and it would have jumped around. I think those Russian news stories are all made up propaganda.
1.) If the radar screens went blank how on earth could the Russians know about it.
2.) By even attempting to jam the radar, the ships ESM sensors will be recording it the whole time giving the Americans vital intelligence about Russian jamming capabilities.
3.) Even if AEGIS was jammed there are other radars to use such as the FC radars and phalanx which still would have had the capability of shooting the aircraft down.
4.) The ships EMCON plan may have been in a protective state and not transmitting on its regular radar signal. From my time in the RAN it was possible you could use certain radar on a setting used for peacetime opposed to war time to not give the enemy vital information about your radar systems.
5.) The American ship may likely have wanted to shut down the AEGIS radar not to give the Russians vital information about its signal if they were flying aircraft with EW capability in close proximity.
6.) No one can resign from the Navy in a few hours.
